The CPS aims to support economically diversified, socially inclusive, and environmentally sustainable growth. While focusing on infrastructure development and institutional reforms, the CPS is demand driven and selective, yet adaptive to evolving circumstances. It is also consistent with the priorities set out in ADB’s Midterm Review of Strategy 2020, and aligned with the government’s Nurly Zhol state program for infrastructure development, 2015–2019; the third modernization of Kazakhstan; and the state programs on housing, agriculture, and health sector development.
