From 1 January 2019, manufacturers of HDVs (lorries, buses and coaches) and Member States will have to monitor data including CO₂ emissions and fuel consumption of new vehicles and report annually to the European Commission.

The Regulation – the first ever EU legislation on HDV CO₂ emissions – is part of a series of measures to implement the 2016 European strategy on low-emission mobility. Following adoption by the European Parliament on 12 June, with today’s Council vote the Regulation is now formally adopted.

The monitoring and reporting requirements will be crucial for providing, as of 2020, the necessary data to set and implement new CO₂ emission reduction targets for HDV manufacturers, as proposed by the Commission in May this year.

Monitoring and reporting CO₂ emissions and fuel consumption of new HDVs will increase transparency on the market and enable transport operators, which are mainly SMEs, to make better informed purchasing decisions and save fuel costs. It will also help to stimulate innovation among manufacturers.

Member States will monitor and report registration data concerning all new HDVs, including trailers, registered in each calendar year. Manufacturers will monitor and report, for each new vehicle, information on CO₂ emissions and fuel consumption, determined according to the certification procedure by using the Vehicle Energy Consumption Calculation Tool (VECTO).

The Commission will make the reported data publicly available in an online register managed by the European Environment Agency.

The Commission will set up a system of administrative fines in case vehicle manufacturers fail to report the data or report falsified data. The Commission will also set up a system for monitoring and reporting the results of future on-road tests for the verification of the CO₂ emissions and fuel consumption of HDVs.
