英文摘要 | A webinar on Progress in the Implementation of Impact-Based Forecasting (IBF): The experience of El Salvador in February has given impetus to National Meteorological and Hydrological Services (NMHSs) across WMO Region IV (North America, Central America and the Caribbean) to launch IBF initiatives without delay. The event was organized by the WMO Office in Costa Rica in coordination with the Environmental Observatory of the Ministry of Environment and Natural Resources of El Salvador (OA-MARN), which shared its experience on IBF implementation. OA-MARN Director Luis Menjívar, who is the Permanent Representative of El Salvador to the WMO, welcomed over 380 registered participants from 40 countries in the Region and offered some background on the development of the IBF concept in El Salvador. He acknowledged the valuable support of the International Affairs Office of the US National Weather Service and the US Agency for International Development’s (USAID) Office of US Foreign Disaster Assistance (OFDA), through the Weather Ready Nations (WRNs) project. OA-MARN specialist Jacqueline Rivera later introduced fundamental concepts and methods for the implementation of the IBF approach, in accordance with the WMO Guidelines on Multi-hazard Impact-based Forecast and Warning Services (WMO-No. 1150). She also elaborated on the operational and inter-institutional aspects that characterize the Salvadoran experience. A series of videos with targeted disaster risk prevention and emergency management messages for the population, which were produced by the "Increasing resilience to floods in Central America” initiative, were presented:
