英文摘要

The first meeting of the WHO-WMO Study Group on Integrated Health Services, held mid-May, agreed on a common vision for addressing climate science and service gaps to the health community over the next 10 years and beyond. There was substantial buy-in and alignment on a global vision, range of goals, mechanisms and specific actions needed to rapidly and significantly advance the delivery of climate services for health.

The Study Group drafted the foundations of an implementation plan, covering policy and coordination, capacity building and training, operational services, research, and communications. Specific needs and priority actions were identified to address climate-driven health risks in the themes of the heat-urban-air quality nexus, nutrition, infectious diseases, and health system and facility resilience. Discussions covered the mechanisms and steps needed to legitimize and strengthen the role of meteorological services in public health, enhance engagement from and with the health sector, and provide sufficient global coordination and technical support across health and climate communities in this rapidly evolving field.

The 10-year implementation plan is informed by inputs from a series of Regional Consultations engaging the WMO Integrated Health Focal Points and discussing regional needs and opportunities, as well as a Conceptual Framework for Climate Science and Services for health which highlights principles and good practices for climate and health collaboration.

The inter-agency Study Group, composed of 20 experts, was established in late 2020 to support implementation of 2019 World Meteorological Congress (Cg-18) Resolution 33 on Advancing Integrated Health Services, vis-a-vis the WHO-WMO Health Environment and Climate Science to Services Master Plan 2019–2023.
