“A RAPID REVIEW OF DROUGHT RISK MITIGATION MEASURES”
Developed in partnership with the Integrated Drought Management Programme (IDMP) and a broad range of stakeholders, the review paper on drought risk mitigation reflects the established three pillars of Integrated Drought Management to focus on drought preparedness, mitigation and response.
In light of the wealth of available measures and approaches, the publication offers an overview of current and best practices, focusing on key types of measures for drought risk management: a) prevention, mitigation, and preparedness; b) response and recovery; c) transformation.
Insights presented draw on practitioners’ experiences and documentation from planning, implementation and evaluation of these measures, including assessment and knowledge materials generated by global finance mechanisms like the Global Environment Facility (GEF), Green Climate Fund (GCF) and Adaptation Fund (AF).
Calling for the engagement of capacities at different levels, improvement of cross-scale information flows, and sharing of knowledge across sectors and stakeholders, the publication fosters the improved use of tools, technologies, databases and local knowledge to inform global knowledge and actions on drought risk management.

“A RAPID REVIEW OF EFFECTIVE FINANCING FOR POLICY, IMPLEMENTATION AND PARTNERSHIPS ADDRESSING DROUGHT RISKS”
Produced within the framework of an Enabling Activity project funded by the Global Environment Facility (GEF) for implementation of the UNCCD Conference of the Parties (COP) Drought Decisions, this new report takes stock of global knowledge on effective investment decisions to address drought risks.
Based on the experiences of many climate financing solutions already in place, the review outlines the need for innovative and flexible financial mechanisms to promote a paradigm shift from reactive to proactive drought management. The report presents an overview of current knowledge and thinking concerning the effectiveness of three distinct layers of financing to address drought risks in different ways: 1) Disaster Risk Finance; 2) Climate change adaptation; and 3) Transformative green finance.
By bringing together insights from the current available systems for targeting and tracking financing to address drought risks through the three layers of actions, target indicators and evidence systems, the review highlights the importance of effective financing to adapt and transform drought risks and unlock virtuous and better-targeted cycles of investment to enhance vulnerable people preparedness to drought.
