***Watch the NAE-GRP Offshore Energy Colloquium: Lessons (Sometimes) Learned and Often Forgotten***

Accidents with mass casualties, such as Macondo, occur all too often in disparate domains. Unfortunately, the lessons learned from such experiences often tend to have transitory impact. During this inaugural colloquium, several case studies will be examined to illustrate the challenges of establishing and maintaining appropriate corrective actions. This will lead to a discussion of the critical value added that can be provided by an effective safety culture, notwithstanding the difficulties involved.

About the Speaker

Dr. Winter is an independent consultant supporting national and international security interests in the U.S. and allied nations. He served as the 74th Secretary of the U.S. Navy from January 2006 to March 2009. As Secretary of the Navy, he led America's Navy and Marine Corps Team and was responsible for an annual budget in excess of $125 billion and almost 900,000 people. Dr. Winter’s prior business career in the aerospace and defense industry spanned over 30 years as a systems engineer, program manager and corporate executive.

From 2009 to 2020, he was a Professor of Practice at the University of Michigan where he taught graduate level courses on systems engineering, satellite design, and maritime policy.

In the aftermath of the Macondo Well/Deepwater Horizon blowout he chaired the National Academies committee tasked by the Secretary of the Interior to analyze the causes and identify measures to prevent similar accidents in the future.

Dr. Winter currently serves as the chair of the U.S. National Academy of Engineering (NAE).
