It highlights the importance of understanding the socioeconomic context for stronger and transparent stakeholder engagement that builds trust and confidence in the compliance review. This is the first in Lessons Learned from Compliance Reviews of the Asian Development Bank 2004–2020 series of publications prepared by ADB’s Office of the Compliance Review Panel. The series examines compliance reviews for eight ADB-assisted projects that were the subjects of complaints to the Compliance Review Panel in 2004–2020.
