正文(英文) | The Copernicus Emergency Management Service Forecasts and Monitors Flood in West-Ukraine and RomaniaRecent heavy rains in eastern part of Europe have led to the most extensive flooding in western Ukraine in the last 50 years and extreme conditions in Romania. The Copernicus Emergency Management Service is helping to map the extent of floods for prioritised recovery efforts. Between 200 to 400 mm of rainfall in two weeks caused rivers to rise up 3 m, devastating houses, roads and bridges in West-Ukraine. June 16: EFAS early flood warning June 23: Pre-tasking satellites for swift mapping June 25 - 27: Rapid Mapping monitors flooded area One day after the start of the activation in Ukraine (26 June), the Romanian authorised user (National Operations Centre - General Inspectorate for Emergency Situations) requested the activation of the service for mapping flood along the Prut river at the border Romania-Ukraine (EMSR445). A second AOI was later added along the Jiu river further south-west, whose level had also increased. Three SAR images provided by the sensors Sentinel-1 and Cosmo and acquired on three consecutive days (25 to 27 June) were used for delineating the flood extent. The largest extent detected in these AOIs was in total of 3496,7 ha (35 km2). In these areas, almost 35.000 ha (35km2) of flooded territory was detected. As the situation developed, six delineation maps were produced. These showed the event impact, including the estimated number of affected population and total amount of affected area. As the Romanian authorised user informed about the decrease of both rivers’ levels on 28 June, the map production was stopped and the activation closed.

The flooding situation was critical especially in Ivano-Frankivsk, Chernivtsi, Lviv, Zakarpattia and Ternopil regions since the heavy rains began on June 22. According to the European Civil Protection and Humanitarian Aid Operations (OCHA), three people died, more than 270 roads and 14.000 houses were damaged in almost 350 flooded settlements in west-Ukraine. More than 90 bridges were also destroyed.

In order to anticipate potential flooding and help with better protection of the European citizen and the environment the European Flood Awareness System (EFAS) produces European overviews on ongoing and forecasted floods up to 10 days in advance. The Copernicus system operated in prior to the deployment of relief efforts by European response agencies through the EU Civil Protection Mechanism. Sweden committed to sending 1.2 kilometres of flood barrier, 250 hoses and technical experts and airplane of the Italian government delivered pumping equipment, personal safety material, chainsaws, power stations and tents to the affected population. Commissioner for Crisis Management Janez Lenarčič said: "Civil protection capacities have been under extreme pressure in the past months. Nonetheless, the European Union keeps up its commitment to help when climate disasters strike." Providing needs-based aid with particular attention to the most vulnerable victims is a part of “A stronger Europe in the world”, one of 6 Commission priorities for 2019-24. Commission's coordinated approach to external action - from development aid to the Common Foreign and Security Policy - secures a stronger and more united voice for Europe in the world.
