Despite significant advances in tropical cyclone and flood forecasting and early warning systems, overall levels of disaster-related mortality have failed to decline over the past 4 decades in Asia and the Pacific. Direct physical losses totaled $727 billion in 2006–2015 in the region. This practical guide presents actions to strengthen disaster resilience such as the integration of disaster risk reduction into development forms. It provides technical advice on disaster risk considerations in ADB country partnership strategy preparation and implementation and is also relevant in the context of developing member countries that face medium and high levels of disaster risk.
