Event: Building on the know-how from the results-based payment scheme (RBPS) pilots

A results-based approach has been recognised as a promising avenue to enhance the effectiveness of biodiversity measures in farmland, as well as to reduce complexity of the implementation and control.

With the financial support from the European Parliament, the European Commission has implemented three pilot on-farm projects (Ireland, Spain, Romania, and England) on results-based payment schemes for the enhancement of biodiversity.

The pilots have provided better understanding of the key aspects of such schemes (design, implementation, controlling and verifying results, and cost-effectiveness) and investigated their potential to deliver on biodiversity as well as opportunities for scaling up.

This all day event will:

  • Showcase the findings of the RBPS pilot projects that ran from 2014 to 2019 in eight areas of Ireland, Spain, Romania and the UK
  • Demonstrate evidence of biodiversity and policy impacts, illustrate what worked and why, and hear about the experiences of the farmers and project staff involved in the pilots
  • Facilitate a discussion among a broad range of experts, policy makers, implementing authorities and stakeholders about the potential of RBPS to contribute towards halting negative biodiversity trends in farmland, and how that potential could be better utilised, particularly in the context of the post-2020 Common Agricultural Policy

The event is of particular interest to policy makers working in the area of agriculture, biodiversity and nature conservation, CAP managing authorities and paying agencies, nature conservation authorities, researchers, farmers and farm advisors, NGOs, and other actors interested in the design or implementation of RBAPS for biodiversity.

Costs and registration

There is no registration fee but participants are responsible for their own travel and accommodation costs. A buffet lunch will be provided.

Registration closes on 20 August. Please register as soon as you can on IEEP.eu and we will confirm your registration no later than a week after the closing date. If the conference is over-subscribed it might become necessary to prioritise registrations with a view to ensure balanced geographical and professional representation. You will be duly informed if this is the case.

Background

In 2014-15 the European Commission, with financial support from the European Parliament,  launched experimental pilot on-farm projects in Ireland, Romania, Spain (Navarra) and the UK (England) on results-based agri-environment schemes (RBAPS) for the enhancement of farmland biodiversity. One of the pilot projects is now finished (Ireland and Navarra) and the other two are in the final stage.

The pilot projects were preceded by a study which reviewed the advantages and challenges of adopting results-based approaches for the protection and enhancement of biodiversity, inventoried existing schemes and developed a step-by-step guide to setting up and running an effective Results-Based Payment Scheme (RBPS) for interested public authorities and stakeholders (please follow the links below for more information).

The conference will present the results of four years of RBAPS experience on the ground, backed up by rigorous research evidence. The detailed research reports will be available online (links provided below).  Although the pilots were not funded by the CAP, they were all were designed to comply with current CAP legislation, and the lessons learned and the guidance developed are directly relevant to Member States’ preparation of their post-2020 CAP Strategic Plans.
