1. Outline

At the COP22 in 2016, Ministry of the Environment, Japan (MOEJ) announced to establish the Asia-Pacific Climate Change Adaptation Information Platform (AP-PLAT) by 2020, to provide climate-related risk datasets and adaptation information as a fundamental information infrastructure to enable environment for climate-risk informed decision making and more practical adaptation in Asian and Pacific area.

Having opportunity to hold the G20 Ministerial Meeting on Energy Transitions and Global Environment for Sustainable Growth in Karuizawa, Nagano prefecture, MOEJ held the launching ceremony of AP-PLAT.

Date: 16th June, 2019

Place: West, Karuizawa Prince Hotel (Karuizawa, Nagano prefecture)

Mr. Yoshiaki Harada, Minister of the Environment, Japan

Dr. Siti Nurbaya Bakar, Minister of Environment and Forestry, Indonesia

Dr.Wijarn Simachaya, Permanent Secretary, Ministry of Natural Resource and Environment, Thailand

Dr. Chiho Watanabe, President, National Institute for Environmental Studies (NIES), Japan

Dr. Kazuhiko Takeuchi, President, Institute for Global Environmental Strategies (IGES), Japan

Mr. Bambang Susantono, Vice President, Asian Development Bank (ADB)

Mr Satya Tripathi, Assistant Secretary-General, United Nations Environment Programme (UNEP)

Dr. Naoko Ishii, CEO, the Global Environment Facility (GEF)

AP-PLAT was also concluded as one of actions in the "G20 Action Agenda on Adaptation and Resilient Infrastructure"* in the G20 Ministerial Meeting.

Through the AP-PLAT, MOEJ supports promotion of adaptation among global, sub-regional, national and sub-national governments in Asia and the Pacific region in cooperation with the related countries and organizations as its partners.

2. AP-PLAT

AP-PLAT was established to support effective and efficient climate change risk management to realize resilient society and environment as an online go-to place for climate change risk an adaptation practices.

AP-PLAT also heads to the practical partnership to be a platform to share, and to learn knowledge each other among the Asia and Pacific countries and local governments, while converting the scientific information into adaptation policies and actions through collaborative efforts under the following three pillars with the partner countries and organizations;

(1) Develop scientific knowledge / information on projection of climate change impacts in the region

(2) Showcases supportive toolkits for officials an stakeholders engaged in adaptation planning

(3) Build capacity on climate change impact assessment and adaptation

Ahead of AP-PLAT, we already have an adaptation information platform at national level in Japan called "A-PLAT", which disseminates climate change impact results and adaptation related information to support for local government adaptation planning and implementing.

*G20 Action Agenda on Adaptation and Resilient Infrastructure (AAA)

G20 AAA lists total 70 various initiatives, actions and good practices related to climate change adaptation and resilient infrastructure, which are or have been implemented by G20 members in multilateral, bilateral and national level. It was concluded by the G20 Environment Ministers as one of outcomes of the G20 Adaptation Work Program (2018-2019).

From Japan, the below five actions including AP-PLAT are registered

(1) Asia-Pacific Adaptation Information Platform (AP-PLAT)

(2) SATOYAMA Initiative

(3) Japan Bilateral Support for Adaptation in Asian and Pacific Countries

(4) Circulating and Ecological Economy

(5) Climate Change Adaptation Act
