LONDON: The Under2 Coalition has successfully secured funding to continue its work with highly industrialized regions to make the transition to a low carbon industry future. The new ‘Industry Transition Platform’ will support governments to develop innovative, impactful, and ambitious strategies to achieve the deep emission cuts of heavy emitting industries necessary for a net-zero future.
The project - a joint initiative of The Climate Group, the Government of North Rhine-Westphalia, and funded by Stiftung Mercator – begins in early 2019, and will work with a group of state and regional governments of highly industrialized regions to identify priority low carbon industry challenges and develop specific strategies to address these. It will be a key project of our Under2 Coalition Policy Action work.
Knowledge sharing
A central component of the project will be the formation of innovation teams, and a consortium of industry representatives to share expertise and learnings and develop strategies to meet decarbonization targets, while supporting future industry growth and productivity.
Participating governments will also benefit from opportunities to improve their knowledge of how to stimulate industrial decarbonization and increase their capacity to drive transformational change through government interventions and industry relationships.
Current 2°C scenario projections show that industrial emissions will be the largest contributor to global greenhouse gas emissions from about 2030. For the Paris Agreement to be successful, a rapid and radical decarbonization of industry is essential. Such radical transformations require clear and supportive policies, as well as innovative public-private platforms that support industry innovation.

Through this project we want to bring them together with industry representatives, to support them in tackling these challenges so that ultimately, they can achieve their ambitious climate targets. At the same time, the project participants will provide examples to their national governments and lead the way for other highly industrialized states and regions around the globe to follow” said Sharon Youssefi, Under2 Coalition Project Manager at The Climate Group.
Industry Innovation
The Industry Transition Platform builds on the work of the Energy Transition Platform, which ran from early 2016 to May 2018. The Energy Transition Platform - also a joint initiative of The Climate Group, the Government of North Rhine-Westphalia, and funded by Stiftung Mercator – built strong partnerships between 11 governments from highly industrialized states and regions and supported them to develop and implement innovative clean energy policies around community-based renewable energy, energy efficiency in buildings, and industry engagement.
The Energy Transition Platform demonstrated the value of peer-to-peer learning and policy development at the subnational level. It also highlighted the need for continued support, with a thematic focus, to help regions achieve greater transformational change in hard-to-abate industries. This project represents the next step to meet the Under2 Coalition’s goal of scaling innovative policy solutions to guarantee our move to a low carbon industry future.

The project aims to achieve long-term impact by catalysing tangible policy innovation in the targeted regions; and by sharing learnings, to seed a legacy of policy innovation for industry decarbonization globally.
