正文(英文)	The first thing you notice entering Valbona Valley National Park is the crystal clear baby blue color of the water of Valbona river. This natural pearl is now under threat due to construction of hydropower plants. WWF Adria is supporting local community and local non-governmental organization TOKA in their legal fight against hydropower plant (HPP) construction in Valbona Valley National Park. And the first win already came through when the Administrative Appeals Court in Tirana, Albania ruled to stop immediately the construction work on the hydropower plants until the final resolution of the lawsuit. According to the WWF Adria analysis, environmental permits for building the three HPP were based on very poor environmental impact assessment (EIA). The entire concession process was very non-transparent, and completely disregarded the local communities’ well-being, as well as failed to note anywhere in the EIA that the construction is occurring in an IUCN Category II protected area. An additional project ”Protected Areas for Nature and People” was launched in January 2018. WWF Adria will support the local community in Valbona Valley NP in creating a regional stakeholders’ forum. The forum is envisaged as a volunteer based body that will run independently and will continue to be a unified voice to a wide range of communities and interest groups in the area. Those groups look to the National Park not only as a national treasure, but also as the economic anchor of the region, with the ability to create a thriving and multifaceted tourism industry. The original law suit was filed in the administrative court against the Ministry of Energy and Infrastructure in May 2017 (currently pending appeals) and against the National Territorial Council in November 2017, with more legal actions about to be launched.
