WWF Makes Recommendations to Government on Renewable Energy

正文(英文)As the energy week was taking course, different other activities took place which among others was the Ministry of Energy and Mineral Development annual Joint Sector Review (JSR) held from 27th to 28th September 2018 at Speke Resort Munyonyo.

This was held under the theme: “Enabling investment in Energy, Minerals and Oil and Gas sectors for social and economic development,” with an objective to provide accountability on the use of government resources and the results achieved in a fiscal year.

During the thematic discussions, the WWF-Uganda Renewable Energy Manager, Ibrahim Mutebi made a number of recommendations in promotion of renewable energy that included;

Tackling the high depletion of biomass for energy, through promotion of efficient methods of charcoal production across the country, supporting the establishment of woodlots and ordinances at district level to manage biomass production, transportation, supply and consumption.

He recommended the development of legal regulations for off-grid and mini-grids in the country, with focus on several areas including, tariff setting to address issues of uniformity and affordability by the end-users.

Promotion of Renewable Energy for productive use in rural areas, with a number of demonstrations to be set-up to support agro-processing, irrigation and other applications.

He asked for an increase in access to renewable energy options, through the development of an action plan to scale-up access to household stoves, promotion of wind energy and bio-gas at household, institutional and industrial levels.

He also hinted on addressing the challenge of sub-standard renewable energy products through coordination of stakeholders to implement the existing standards.
 
Mutebi also made a followed-up on the lessons communicated to government on mini-grid development during the Power Forum held on 26th September 2018 that included simplifying the regulatory processes and providing incentives to reduce on initial investment cost for developers and invest in building capacity of local actors in the pre-development work, design, installation and maintenance of mini-grids.

During his remarks, the Acting Commissioner for Renewable Energy, Mr. Wilson Wafula also commended the work done by WWF and mentioned that the Ministry is taking up lessons from the Champion District in Kasese to scale-up renewable energy options elsewhere in Uganda. 

Several WWF's asks and priorities were considered in the draft Energy and Minerals Sector Plan for FY 2019/20.

The Review was attended by various stakeholders, including Members of Parliament, District Chief Administrative Officers, and representatives from MEMD, line Departments, Agencies and Institutions, Development Partners, civil society organizations (CSOs) and Private Sector.

Government has registered a number of milestones that include the launch of the Electricity Connections Policy that took place in August 2018. With this policy in place, government expects electricity access to increase from the current 23% to 28% by end of FY 2018/19, and 60% in the next 10 years.

However, government still faces a challenge in Coordination of activities since it requires input of other government Agencies and Ministries that is still low.
