Towards achieving targets under the Paris Agreement, enhancement of transparency is essential in developing countries where greenhouse gas emissions are rapidly increasing. For this effort, Ministry of the Environment Japan (MOEJ) made a formal decision to contribute funding of 1.67 million US dollars to the Capacity Building Initiative for Transparency (CBIT). The details follow below.

1. From the Government of Japan, support of 5 million US dollars in total is pledged for the Capacity Building Initiative for Transparency (CBIT). The part of MOEJ share, 1.67 million US dollar was formally finalized on November 15th 2017.

2. CBIT is a fund to support capacity building relating to accounting for greenhouse gas emissions to secure transparency of mitigation measures for developing countries. In order to achieve the goals of the Paris Agreement, it is important to enhance transparency of developing countries where GHG emissions are rapidly increasing. Through CBIT, Japan supports capacity building of developing countries in enhancement of such transparency.

3. With respect to previously announced "Japan's Assistance Initiatives to Address Climate Change 2017", we aim to accelerate climate change measures and sustainable development in developing countries through "co-innovation" by collaboration with important state and non-state actors, and uptake of advanced technology and know-how to address challenges. Moreover, further opportunities of co-innovation should be enhanced by visualizing those needs and seeds. It is important to develop institutions and capacities in developing countries and promote the engagement of private companies and local governments for implementing climate change activities. For this purpose, Japan will establish the Partnership to Strengthen Transparency for Co-Innovation (PaSTI). From this onward, Japan partnering with Global Environment Facility (GEF) would like to pursue effective utilization of the CBIT.

(1)In December 2015 at COP21, the establishment and operation of the CBIT was requested to Global Environment Facility (GEF). In June 2016, GEF established a new trust fund to implement the CBIT.

(2)In the Paris Agreement, all parties agreed to establish an enhanced transparency framework for action and support applicable to all parties. In addition, it prescribes that support shall also be provided for the building of transparency-related capacity of developing country parties. In this context, CBIT is designated as the core element of the transparency framework under the Paris Agreement.
